If you can get to a university at which the dissertation was submitted, they would usually have a process for seeing a printed copy of the dissertation on the site. For newer dissertations many of them are available online also via the university libraries. For example, here is a site at Stanford that describes access to all dissertations (and constraints, including info on other schools):I am not sure if people from outside the university (or at least some US university) have free access to it though. Moreover, in economics, the good papers from a dissertation usually get later published in journals or end up at least as working papers. Finally, if you have a particular dissertation in mind and the author is still alive, you could try emailing them for a copy - some people may keep a PDF if it is a relatively recent dissertation.
